Ground Offensive Expansion
Israeli forces crossed the Litani River in southern Lebanon, marking a deeper push into Lebanese territory. The advance comes as military officials from both countries are scheduled to meet for U.S.-brokered talks in Washington, D.C.
Netanyahu's Claims
Israeli Prime Minister Benjamin Netanyahu stated that Israeli forces were operating in Beirut and the Bekaa Valley, describing the river crossing as a "tactical victory." A residential building in Ain Qana village in southern Lebanon was struck by Israeli fighter jets.
UN Report
An annual United Nations report has included Israeli forces for the first time since the review began more than 15 years ago for their treatment of Palestinian detainees. Russian armed and security forces were also included for the first time this year for sexual violence against prisoners of war and civilians detained during the war in Ukraine. The report includes 77 government and non-government parties in a dozen countries.
Allegations and Denials
The UN report documented "patterns of sexual violence" against Palestinians detained in Israel and the occupied Palestinian territories in 2025. The UN verified multiple incidents of conflict-related sexual violence inflicted on 14 men, seven women, nine boys, and one girl from Gaza and the West Bank. These violations included rape, gang rape, physical violence to the genitals, and forced nudity.
Israeli Rebuttal
Israel's foreign ministry said it has "comprehensively, thoroughly, and unequivocally refuted these allegations." Danny Danon, the Israeli ambassador to the UN, said Guterres has put Israel on the same blacklist along with Hamas and ISIS. The foreign ministry wrote on X that the decision is "another example of the UN's long-standing, institutionalized hostility toward Israel."
Russian Response
Russia's U.N. Ambassador Vassily Nebenzia said the accusations were "unsubstantiated lies" and that Russia is documenting how Ukrainians are treating Russian prisoners of war. The report says it was able to verify 310 cases of conflict-related sexual violence in Russia and Russian-occupied areas of Ukraine against prisoners of war and civilian detainees.
Access Denied
The report includes accusations of sexual violence by Hamas, but says many details could not be confirmed because the Israeli government continues to deny the UN access to carry out investigations. Russian authorities also consistently deny access to U.N. human rights investigators. The UN documented 31 cases of conflict-related sexual violence by Ukrainian forces, the majority of which occurred prior to 2025.
With military-level talks between Israel and Lebanon scheduled in Washington, the international community will be watching to see if diplomatic solutions can de-escalate the conflict before further expansion.
