Cuban Aid from China
Cuba received 15,000 tons of rice donated by China, the first shipment of a promised 60,000 tons. Cuban President Miguel Diaz-Canel expressed "deep gratitude" to China for the aid, which he said would reach millions of consumers and institutions. Chinese ambassador Hua Xin called the deliveries "the largest food aid" from China to Cuba "in recent years."
US-Cuba Tensions
The rice shipment arrives as Cuba faces increased U.S. sanctions. Since January, the U.S. has intensified its pressure on Cuba, with President Donald Trump seeking regime change. Trump has also suggested a possible military response if Cuba does not comply with U.S. demands.
Blackouts on the Island
Up to 64% of Cuba experienced simultaneous blackouts, according to the state-run Electric Union. The Cuban government has described the energy situation as "acute," "critical," and "extremely tense," with some blackouts in Havana lasting 22 hours or more. Last week, a record 70% of Cuban territory was without power during peak energy consumption.
Oil Shortages
Cuba requires about 100,000 barrels of oil per day to meet its energy needs, with only 40,000 barrels supplied domestically. Trump's administration has largely blocked oil exports to Cuba since January, following the military operation to imprison Venezuelan President Nicolas Maduro. Energy Minister Vicente de la O Levy announced earlier this month that the island had exhausted its oil supplies.
US Conditions for Aid
U.S. Secretary of State Marco Rubio disclosed that the Trump administration offered $100 million in humanitarian aid to Cuba, contingent on "meaningful reforms." Diaz-Canel has denounced the U.S. strategy as intended to justify military intervention. He affirmed that Cuba would strengthen its ties with China, calling their bonds "stronger in these crucial times."
