Arrests Bring Closure to a Decades-Old Case

Four men have been arrested in connection with the 1982 rape and murder of 16-year-old Roxanne Sharp. The arrests follow a breakthrough in the cold case, in which her killers walked free for 43 years. Law enforcement officials credit advancements in DNA testing and a true-crime podcast titled "Who Killed Roxanne?" for generating new leads that ultimately led to the suspects' capture.

Details of the Crime

Roxanne Sharp's body was discovered on February 12, 1982, near the St. Tammany Parish Fairgrounds in Covington, Louisiana. Investigators found that she had been raped and strangled, but for decades, the case lacked sufficient evidence to identify her killers. In 2023, detectives with the Louisiana State Police's Covington field office reinterviewed witnesses and potential suspects, reviewed the case file, gathered additional evidence, and resubmitted original evidence for DNA analysis, reigniting the investigation.

Podcast Sparks New Leads

The true-crime podcast, produced in collaboration with local radio host Charles Dowdy of the Northshore Media Group, played a crucial role in the case's resolution. The series generated new information, leads, and witness cooperation that had previously been unknown to investigators.

Charges Filed Against Suspects

The suspects arrested include Billy Williams Jr., 62, and Darrell Dean Spell, 64, who was apprehended in Dayton, Ohio, and is awaiting extradition to Louisiana. Perry Wayne Taylor, 64, and Carlos Cooper, 64, were already incarcerated on unrelated charges and made contact with detectives on April 22. All four men face charges of aggravated rape and second-degree murder, marking a significant step toward justice for Roxanne Sharp's family.

The sources also report that Billy Williams Jr., one of the arrested suspects, was taken into custody on April 21.

Law Enforcement Response

Covington Police Chief Michael Ferrell praised the dedication of law enforcement agencies involved in the case. He stated, "The resolution of Roxanne Sharp's case is a testament to what happens when dedicated law enforcement officers refuse to let a victim be forgotten." District Attorney Collin Sims echoed this sentiment, emphasizing the importance of persistence and collaboration in seeking justice for victims, regardless of how much time has passed.

A New Chapter for the Victim's Family

The arrests bring a sense of closure to Roxanne Sharp's family, who have waited decades for justice. The case serves as a powerful example of how modern investigative techniques and community involvement can revive cold cases.
